Why a basket, and why the crowd carries it
AnHarga's shape traces to a law that can't be aimed, a ministry portal that proved the appetite, an aid programme calibrated on blind spots, a survey cadence that can't see districts — and a decade of crowd-sensing pilots whose autopsies wrote this product's rules.
What the record actually says
One unaimable law, one precedent portal, one targeting gap, one survey blind spot, one pilot literature — and the privacy regime that decides which pattern survives.
Malaysia already has anti-profiteering law — and no way to aim it
The Act gives ministry officers real teeth against unjustified price rises during controlled periods. What it does not give them is density: inspections sample the outlets someone chose to visit. Off the coast of evidence, enforcement becomes theater — and the ministry knows it. AnHarga exists to make an existing law workable, not to invent a new mandate.

The ministry already believes in price transparency — it published its own
eHarga proved the political appetite: a government price dashboard, publicly browsable, ministry-run. Its limit is supply — periodic officer-published snapshots at chain-store coverage, missing the pasar, the kedai runcit and the 60% of purchases that happen there. The crowd network doesn't compete with eHarga; it's the update mechanism it never had.

Billions in targeted aid move on cost-of-living numbers measured monthly, nationally, never locally
Cash-aid programmes calibrate against a national basket whose regional reality can diverge by double digits — the same RM20 that buys a week of chicken in one district buys four days in another. A weekly, district-level crowd index turns 'targeted' from a budget line into a measurable claim.

The CPI is excellent science and structurally blind where politics lives
Establishment price surveys trade granularity for rigour: monthly national series, huge sample discipline, no weekly Sabak Bernam chicken read. The complement is a high-frequency crowd signal held to published confidence floors — a companion series, explicitly not a replacement, which is the only posture Statistics will partner with.

Crowd-sourced price networks, done with floors, beat trained enumerators per ringgit
Where governments have piloted crowd pricing, the finding repeats: with verification and aggregation discipline, crowd panels track official series tightly and catch local shocks weeks earlier. The failure mode in every abandoned pilot is identical — unverified single observations surfaced as fact. The design answers the autopsy.

The privacy law now makes the careful architecture the only architecture
Mandatory breach notification and RM1M-class penalties mean a ministry-linked vendor hoarding individual shopping photos is carrying everyone's worst quarter. Sightings resolved to floored cohorts — item, place, week, band — with receipts held in the vault and never published is the pattern that survives both the regulator and the first hostile parliamentary question.

So AnHarga is built this way
One ministry per instance
AnHarga signs with KPDN. Nothing crosses to Finance, Agriculture or Statistics — not by contract clause, by schema. Every other agency's price interest is a separate product deployment, separately won.
Contributors get the dashboard
People who build the index browse it free, visibly, forever. Civic reciprocity is the retention engine — and the public mirror of the licensed depth KPDN buys.
Merchant supply is opt-in and revocable
Ground-truth feeds come from stores that chose to publish floored bands, revocable per outlet per week. No scraped shelf, no silent merchant profile — the feed stays dense because it stays willing.
Receipts notarise, never publish
A receipt upgrades a sighting's confidence tier inside the vault and appears outside it only as movement in a band. The proof and the publication are different objects — that gap is the whole compliance story.
Index points, ministry convicts
The product outputs bands, deltas and confidence. Enforcement remains human ministry judgment on ministry-gathered evidence — AnHarga's authority depends on never pretending to be a verdict.
Confidence is a published column
Every regional cell carries its sample depth and fabrication-adjusted score, visible to the minister and the shopper alike. An index that hides uncertainty gets used as a weapon; this one stays a measuring instrument.
The Malaysian numbers
The sensor network already exists, already at the shelf, currently unlistened-to. AnHarga is ten seconds of their attention, returned as a dashboard they asked for.
The legal mandate isn't the bottleneck; the evidence supply is. One ministry already owns the authority to act on a price index the day it exists.
Targeting money is calibrated on numbers that can't see districts. A weekly regional basket is the cheapest upgrade available to a cost-of-living ministry.
Item, place, week, band — cohorts of thousands or nothing. The floor isn't a policy on the roadmap; it's the construction the first tender will be legally reviewed against.
One controlled week, honestly described
Chicken is controlled at RM 9.40 a kilo on Monday. By Thursday the index shows Sabak Bernam bands at RM 11.20 with strong confidence — 2,400 sightings, receipt-verified — while three districts away the band sits honest at RM 9.60. The ministry sends two officers to one market instead of fifty visits to every market. The officer finds the margin, the Act does the rest, the dashboard publishes the band. The shopper who photographed the tag reads her own week next Saturday. Nobody’s receipt was ever shown to anybody.
